asked the Secretary of State for Social Services what consideration he has given to the payment of attendance allowance to approved fosterparents of handicapped children.

There is no general bar on payment of attendance allowance to fosterparents of severely disabled children. It is not, however, considered appropriate to pay the allowance where a local authority has accepted the responsibility for accommodation, care and maintenance of the child, whether the authority does so indirectly, as with fostering or admission to a voluntary home, or directly, by admission to a local authority home.
