asked the Secretary of State for the Environment (1) if he will take steps to prohibit the parking of vehicles in the immediate proximity of Wellington Arch, in view of the disfigurement of the area;

(2) what classes of person are permitted to park their vehicles in the immediate proximity of Wellington Arch.
