§ Mr. Douglas-Mannasked the Secretary of State for the Environment if he will make a further statement in amplification of his statement in connection with the Layfield Report on the Greater London Development Plan that the Government believe that the problems of housing stress and homelessness cannot be resolved within the context of the private rented sector alone.
