Mr. Roseasked the Secretary of State for Trade and Industry whether he will seek powers to regulate the sale of secondhand cars by means of registration of car dealers with an agreed code of conduct, and to restrict the number of cars sold by individuals in order to reduce unequal competition with trades who have to charge value added tax.
§ Mr. EmeryNo. I see no need to seek such powers. Any restriction on the sale of cars by private individuals, beyond that provided in existing legislation, would be an unjustifiable intrusion on the freedom of the individual.
