§ Mr. CarlisleMy hon. Friend the Under-Secretary of State has received representations from the National Council of Civil Liberties. Considerable effort has been made to provide suitable facilities in the wing concerned, subject to the limitations imposed by the buildings and the general pressures on the prison system.
