§ Mr. Anthony StodartIndividual member States retain exclusive responsibility for the regulation of fisheries within their national fishery limits, subject to the condition that in areas to which the vessels of other members have access the regulations must be nondiscriminatory. There have, however, 385W been discussions of proposals before the international conservation commissions which are of common concern to member States.
