§ Mr. Chichester-ClarkNegotiations were not completed until 13th November 1972, i.e. after the start of the standstill. Under the terms of the standstill as set out in the White Paper, "A Policy for Controlling Inflation: The First Stage", increases from a settlement reached during the standstill may only be implemented at the end of the standstill.
