§ The Attorney-GeneralIn recommending persons for appointment to the High Court Bench my noble and learned Friend is concerned to find the candidate best qualified to fill the vacancy. The circuit to which the candidate belongs may be relevant in appointments to the Queen's Bench and Family Divisions but can rarely be a determining factor. By statute a candidate must be a barrister of not less than 10 years' standing.
