§ 47. Mr. Spriggsasked the Secretary of State for the Environment if he will propose amendment of the principal Act to provide for an appeal to be made against a local authority decision not to allow the standard grant or a home improvement grant.
§ Mr. ChannonNo. We believe that local authorities should have complete discretion in the approval of improvement grants. They are, however, obliged to pay standard grants provided certain conditions are met.
