§ Mr. ChannonSince 1970, the gallery has been available to the Arts Council, without charge, for the display of works primarily by young artists in the United Kingdom who would otherwise have little opportunity to show their works in London. It is my right hon. and learned Friend's policy to continue this arrangement and also to continue to allow, from time to time, the use of the enclosed east lawn for exhibitions which do not obtrude visibly or audibly upon those who wish to enjoy the other amenities of Kensington Gardens.
