asked the Secretary of State for Education and Science if she will issue a circular to all local education authorities advising them that when a start is made on building a new school application should at the same time be made to the relevant authority for the appropriate speed limits to be authorised for the safety of the pupils so that the speed limit can be imposed without delay immediately prior to the school coming into use.

No. It is for local education authorities to take up with the relevant authorities the question of road safety precautions in the vicinity of new schools. Speed limits are only one of a number of measures which may need to be considered.
