HL Deb 24 July 1973 vol 344 c1814WA
LORD GARDINER

asked Her Majesty's Government:

To what extent, if at all, the United Kingdom is now complying with any and which of its obligations under Article 144 of the Fourth Geneva Convention and similar Articles of the other three Geneva Conventions.

THE MINISTER OF STATE, FOREIGN AND COMMONWEALTH OFFICE (BARONESS TWEEDSMUIR OF BELHELVIE)

The Government has taken effective action in accordance with its obligations to disseminate knowledge of the Geneva Conventions of 1949 under Article 144 of the Fourth Geneva Convention and the similar Articles in the other three Conventions. Information about the Geneva Conventions is given to police training centres, and more specific guidance is contained in the Police War Duties Manual. Other Departments have given lectures and supplied written information to hospitals, to medical training centres and to schools and universities in the United Kingdom. For the Armed Forces, the texts of the Conventions are published in theManual of Military Law, Part III, together with a Commentary, and in the Manual of Air Force Law, Vol. II. There are Joint Service Queen's Regulations which give guidance to all three Services on the treatment of prisoners of war. Arrangements also exist for instruction in the Principles of the Conventions to be given in all three Services either at training establishments or at unit training. A review is in progress to consider whether any changes are desirable in these various arrangements and in the content and method of instruction.
