Mr. Farr

asked the Secretary of State for the Environment if he will review the Parker Morris standards for central heating in council houses, in view of the time that has elapsed since these were last revised.

I consider that the present mandatory minimum standards are reasonable. Authorities are free to provide higher standards subject to total costs not exceeding the yardstick by more than 10 per cent.
