§ Mr. ChannonThe numbers of owner-occupiers and of local authority tenants in England and Wales are estimated currently to be 8.8 million and 4.7 million respectively. About 45 per cent. of the owner-occupiers, including those who have paid off their mortgages, own their homes outright.
