asked the Secretary of State for the Environment (1) what is the total number of owner-occupiers in England and Wales;

(2) what percentage of the total number of owner-occupiers he estimates have repaid the whole of their mortgage;

(3) what was the total number of council house tenants in England and Wales in April 1973.

The numbers of owner-occupiers and of local authority tenants in England and Wales are estimated currently to be 8.8 million and 4.7 million respectively. About 45 per cent. of the owner-occupiers, including those who have paid off their mortgages, own their homes outright.
