§ Mr. David HowellAll functions of the Governor of Northern Ireland were vested in the Secretary of State for Northern Ireland under the Northern Ireland (Temporary Provisions) Act 1972 and my right hon. Friend saw no reason to recommend the appointment of a successor to Lord Grey of Naunton.
