In what circumstances it is the practice of police to ask coloured men for their passports.

I understand that it is not the practice of the police to ask anyone for his passport unless there are reasonable grounds to suspect that an offence has been committed and the passport might provide relevant information, or it is to be retained as a condition of bail, or it is required for production in court as an exhibit.
