§ Mr. Ian GilmourPreliminary discussions on questions of procedure, in which Her Majesty's Government played a full 439W part, have been completed and substantive talks will begin in Vienna on 30th October. The question of which forces and armaments will be discussed will be determined during the substantive negotiations.
