§ Mr. Gordon CampbellThis was not a formal proposal in the Hardman Report; simply an expression of view conditional upon no work going to Glasgow from London. Any consideration of this aspect of the matter must wait until the Government are able to take decisions on the report in the light of opinions put to them about it.
