§ BARONESS TWEEDSMUIR OF BELHELVIEHer Majesty's Government favour any practical steps that can be taken to improve the working efficiency of the Council. As the noble Lord will know, this matter was mentioned in the Paris Summit Communiqué. Owing to the pressure of other business, the Council of Ministers were not able to take this item at their last meeting. I am, however, hopeful that agreement will soon be reached on certain improvements.
