asked Her Majesty's Government:

Whether they are anxious to reduce delay and congestion in the Council of Ministers of the E.E.C.; and if so, how.

BARONESS TWEEDSMUIR OF BELHELVIE

Her Majesty's Government favour any practical steps that can be taken to improve the working efficiency of the Council. As the noble Lord will know, this matter was mentioned in the Paris Summit Communiqué. Owing to the pressure of other business, the Council of Ministers were not able to take this item at their last meeting. I am, however, hopeful that agreement will soon be reached on certain improvements.
