asked the Secretary of State for Trade and Industry if he will identify the licensing and control procedures governing the flight of airships displaying advertising material, over London and other urban areas.

Section 7 (1) of the Civil Aviation (Licensing) Act 1960 forbids the use for advertising or communication purposes of aircraft and this definition includes airships while in flight over the United Kingdom except in the circumstances prescribed in the Civil Aviation (Aerial Advertising) Regulations 1971.
