Mr. Heiferasked the Secretary of State for the Environment if he will formulate plans to encourage the development of waste disposal factories throughout the country, and open discussions with local authorities on the matter.
§ Mr. Graham PageMy Department is working out proposals for a new legislative framework for waste disposal. A copy of the consultation document is in the Library, and I am sending a copy to the hon. Member. The proposals are being discussed with the local authority associations and other interested bodies.
