Mr. Ian Lloyd

asked the Secretary oi State for the Environment under what circumstances a canvas tent has to be classed as a "building" for building regulation purposes.

The application of the Building Regulations in any particular case is a matter for the local authority concerned. The Secretary of State's powers of interpretation are limited to matters referred to him for formal determination under Section 67 of the Public Health Act 1936 and no application referring to a canvas tent has ever been made.
