asked the Secretary of State for the Environment if he is satisfied with the provisions of the Highways (Miscellaneous Provisions) Act 1961 in so far as they concern the right of members of the public to sue highway authorities for injury or damage to property.

asked the Secretary of State for the Environment what evidence he has of the extent to which individuals are deterred from pursuing claims against highway authorities for injury or damage under the Highways Acts by virtue of the fact that such claims are often handled by highway authority insurers.
