§ The Prime MinisterThe hon. Gentleman has written to me about the background to his Question. The Department concerned has now made arrangements for dealing with urgent messages to Ministers and I am satisfied that, in general, adequate provision is made in Government Departments. I apologise for any inconvenience that may have been caused in the case which the hon. Gentleman raised.
