asked the Secretary of State for Employment why Sections 56 and 57 of the Industrial Relations Act have not yet been brought into effect; and when he expects to be in a position to say when they will be brought into effect.

Section 56 of the Act cannot be effectively implemented until the part of the code of practice which deals with the disclosure of information for collective bargaining purposes has been revised and expanded. Similarly, Section 57 cannot take practical effect until regulations have been made prescribing the contents of the annual statement to be issued by major employers to their employees. In both cases prior consulation with interested organisations will be needed. I cannot at present say when it will be possible to make a further statement.
