Mr. Maddan

asked the Minister of Posts and Telecommunications what conclusions he has now reached on the proposals made to him by the hon. Member for Hove and other hon. Members based on the suggestions of Mr. T. S. Major of Hove about charity postage stamps.

In the light of advice tendered by my right hon. Friend the Secretary of State for the Home Department, Her Majesty has graciously agreed that an experimental issue of a charity surcharge postage stamp may be made. Accordingly, subject to any neceessary consultations between the Post Office and the various interests concerned, the way is now clear for the experiment to proceed.

My right hon. Friend's advice reflected the commitment already entered into by the Post Office in discussions with the charities and was given without prejudice to the general policy, to which the Government intend to adhere, that the Sovereign should not publicly associate herself with fund raising.
