§ Sir K. JosephConsultations on the report's recommendations, which my right hon. Friends the Secretaries of State for Scotland and Wales and I initiated, are proceeding. Many comments from organisations and individuals have been received in response to our invitation. When all the bodies specifically invited to submit comments have done so, my right hon. Friends and I will undertake whatever further consultation is necessary before decisions can be reached by the Government. This process is being carried out as quickly as possible and I will make a further statement when it is completed.
