asked the Secretary of State for the Environment (1) what steps he has taken to ensure that local authorities fulfil their obligation to make an initial survey of public footpaths under the Highways Act 1949 before local government reorganisation;

(2) which of those counties, which were in the process of revising their surveys on public footpaths under the Highways Act 1949, when the Countryside Act 1968 became effective, have and have not now completed their revision;

(3) if he will list the counties which have yet to finish their initial survey of public footpaths under the Highways Act 1949 procedure.
