asked the Secretary of State for the Environment when the regulations under the Superannuation Act 1972 relating to local authority superannuation schemes are to be made.

The regulations embodying the whole new scheme—which will be retrospective to 1st April 1972—have to be a codification of existing local government superannuation Acts and regulations with many improvements. The negotiation of these improvements with both employers' and employees' representatives has taken a long time as one idea or complication has led to another, necessitating frequent re-thinking of proposals as they come to be translated into legislative form.

In view of the time it is taking to compile and prepare the whole new scheme my right hon. and learned Friend is arranging for interim regulations to be made to implement the main new benefits. Consultation on the draft of those interim regulations should be completed this month and the regulations will be made quickly thereafter.
