Friend has been giving careful consideration to the whole question of legislation affecting Northern Ireland and he has come to the conclusion that during the operation of the Northern Ireland (Temporary Provisions) Act 1972 only legislation which is clearly essential should be brought forward. Consequently he has no immediate plans to introduce legislation on rights of way.
