§ Mr. EmeryArticle 43 of the Treaty of Accession provided the United Kingdom with a two years' transitional period, during which restrictions may be retained on exports of ferrous scrap to the other member States. I have asked both sides of the industry to work out a programme allowing for a sensible transition to the position of freeing exports to Europe, within the two-year period.
