The Director of Shelter sent copies of the "Grief Report" on publication to my right hon. Friend the Secretary of State for Social Services and my right hon. and learned Friend and to myself. Both my right hon. Friends and I are very conscious of the great hardship caused by homelessness, although we do not think that the use of default powers is necessarily the best way of dealing with the problem.
