§ Mr. RipponUnder the Statute these grants are payable only to local authorities in special development, development, intermediate and derelict land clearance areas.
Schemes may, however, be carried out on private land with the agreement of the owner, and a number have so been. In such cases the owner may be called upon to make a contribution to the cost, and the grant is payable only on the net cost to the local authority.
