§ Mr. AlisonI would refer the hon. Member to my reply to the hon. Member for Portsmouth, West (Mr. Judd) on 27th November last—[Vol. 847, c.46–47.] In a circular dated 18th January the Government have drawn the attention of local authorities to this reply.
Consideration is being given to the recommendations in Chapter II of the report.
