§ Mr. John DaviesThis matter was discussed in the Council of Ministers in Brussels on 17th–18th December on the basis of a Commission proposal that the Community should join the new agreement. The United Kingdom strongly supported this proposal. It was not, however, possible to reach unanimous agreement to do so.
