Whether a local authority has power to control, for reasons of health or in the interests of traffic safety, caravan rallies or rallies for any similar purposes, which are held on private property.
§ BARONESS YOUNGDistrict and borough councils can control caravan sites on private land in the interests of public health by means of the licensing provisions of the Caravan Sites Act 1960. Certain recognised recreational organisations have been exempted from these requirements for the purpose of rallies lasting not more than five days, but a local authority may at any time apply to my right honourable friend the Secretary of State for the Environment for an order withdrawing this freedom in relation to a specified area of land.
The control of rallies in the interests of traffic safety would be a matter for the exercise of the normal traffic control powers of the police.
