asked the Secretary of State for the Environment if, in view of the statement of 28th November concerning expansion of rail services, he will make it possible for the British Railways Board to retain serviceable equipment which is already paid for, without incurring a book penalty on calculated returns on nominal capital employed.

The way in which returns on capital employed in British Rail should in future be calculated has not yet been decided.
