§ Mr. Concannonasked the Secretary of State for the Environment if he will ensure that licences issued by the Vehicle Licensing Centre at Swansea have a full term to run and that any delay in issuing provisional licences should be counteracted 178W by bringing forward the commencing date one month.
§ Mr. PeytonDrivers renewing provisional licences are told that they may legally continue to drive while their applications are being dealt with. I would not think it right to seek a similar legal provision for people applying for their first licence.
