§ Mr. Gordon CampbellThe short-term action which the Government have taken to mitigate the effect of the increase in the mortgage rate helps borrowers with moderate means, and the Building Societies Association has agreed to recommend to its members that special consideration should be given to first-time purchasers. For the longer-term the position of house purchasers in the lower income groups will be particularly in mind in discussions with the building societies.
