§ Mr. Dudley SmithOn 8th June 1970 there were 1,455 people unemployed in the West Bromwich travel-to-work area and the rate of unemployment—the unemployed expressed as a percentage of the estimated total number of employees —was 11 per cent. On 12th March 1973 there were 2,349 people unemployed and the rate of unemployment was 1.8 per cent.
