§ Mr. Michael HeseltineThe manufacturers have made no request for permission to start full production at this stage on aircraft 17–22. The decision on starting manufacture of further aircraft will take full account of the market situations but the Governments must also have regard to other factors, such as the need to preserve manufacturing continuity, employment and the control of costs.
