Mr. Woodhouse

asked the Secretary of State for Social Services if he will introduce legislation to place a duty on local authorities to provide day care for spastic children from the ages of 2 to 5 years and above the age of 16 years, in addition to the existing provision between those ages.

Mr. Alison

Local authorities already have adequate powers to provide day care for both these groups, and provision generally is being expanded as fast as staff and finance allow. The limiting factor on development is therefore not the lack of necessary legislation but the number of demands being made on necessarily limited resources.
