Friend has no power to direct the Supplementary Benefits Commission about the amount of supplementary benefit which is to be awarded in accordance with the relevant provisions of the Ministry of Social Security Act 1966. The Commission has explained in paragraphs 114–135 of the Supplementary Benefits handbook, which is available in the Library of the House, the principles governing the award of benefit in special kinds of accommodation.
