asked the Lord President of the Council on what basis the report of the Docksey Committee on the Exploitation of Invention has been made available to the members of the Select Committee on Science and Technology, but not to other Members of the House of Commons.

The Docksey Report was a personal report containing information which it would have been a breach of confidence to publish. In order to assist the Select Committee in its inquiries the edited version was provided to it in a form which could be published, in its report to the House, as part of the evidence received, without any breach of confidentiality.
