Mr. Arthur Lewis

asked the Lord President of the Council whether he is aware that, in all publications connected with the Houses of Parliament published by the Government, the House of Lords is given precedence; and whether, in future publications, he will ensure that the elected Chamber is given precedence over the House of Lords in all official printed papers and documents.

Within our constitutional framework the House of Lords remains technically the Upper House and it therefore appears first in official publications concerning Parliament. In practical terms, however, I can assure the hon. Member that the House of Lords is given no preferential treatment over this House in the matter of Government publications.
