asked Her Majesty's Government:

Whether instructions were given to our representative at the United Nations to oppose the seating at formal deliberations of United Nations Committees of representatives of known guerrilla or terrorist organisations; and whether further action is contemplated to seek discontinuance of this unfortunate practice.

On September 27 the United Kingdom delegate voted against the proposal that representatives of certain "liberation movements" should participate as observers (rather than in their personal capacities or as petitioners as had been the position hitherto) during the consideration of some items by the Fourth Committee of the United Nations General Assembly. The proposal was adopted by 78 votes for, 13 against and 16 abstentions.
