§ Mr. Kilfedderasked the Secretary of State for Foreign and Commonwealth Affairs whether, in view of the threat to world peace, he will initiate international action in the Security Council designed to persuade the Government of Israel to desist from offensive action against neighbouring countries and to encourage her to seek the assistance of the United Nations in combating international piracy and terrorism.
§ Mr. GodberWe have made it clear to the Government of Israel that we do not think that military action against her neighbours serves the cause of a final settlement of the Arab-Israel dispute. We take the view, however, that it is for the Government or Governments primarily concerned to decide whether to have recourse to the Security Council. We have also made it plain that we consider the United Nations an appropriate forum in which to discuss measures to combat international terrorism whatever its source.
