asked the Secretary of State for the Environment what conclusions he has drawn from the study of rural transport in West Suffolk and Devon; if he will now introduce legislation to facilitate the provision of adequate public transport in rural areas: and if he will make a statement.

Where the level of demand is too low to justify a conventional bus service even with support from public funds there is great scope for local initiative and improvisation. As my right hon. Friend announced on 27th July, 1971, the Government intend to introduce legislation as soon as parliamentary time permits to revise the existing bus licensing system in ways which will particularly help rural areas.
