asked the Secretary of State for the Environment what steps he has taken, following the ruling of the Independent Broadcasting Authority concerning television advertising, to ensure that newspaper advertisements inserted by his Department concerning the rights of tenants under the Housing Finance Act are also restricted to giving factual information.
