§ Mr. HigginsNone, since the Commission has not recommended rates of duty on spirits, wine or beer; member States are free to determine their own rates, which at present vary widely. When44W the time comes, the United Kingdom will, of course, be able to play a full part in deciding upon the level of these taxes throughout the enlarged Community.
